fixdt in simulink and fixed-point percision in system generator is equal ???

if i write:
fixdt(1,16,15)
and in gateway in of system generator for :
fixed-point sign(2's comp)
fixed-point persision number of bit :16
binary of bits:15
so that is equal ?????
