Would like to recreate a reference image from a library of pixelated images.

I am trying to use a libray of images to recreate an original as closely as possible. I already have the original and a library of 4x4 colored images RGB defined, but they are randomized. I need to organize and orientate them as to get the best reproduction of the reference image.
I assume I will need to use the image registration in the image processing toolbox and optimizing functions, but I don't know where to start.
Please see the attached file, which is a simplified example of what I am trying to do. The actual data set has hundreds of reference and library images, so I am looking for a template to get going. If anyone can send me in the right direction it is much appreciated!
