Mathworks no longer makes a 32 bit version. R2015b was the last 32 bit version.
If you have a MATLAB license, then in the Downloads section of your account, you could download R2015b (I do not know if this is available on Student Version licenses.)

I have a new surface pro x, which has the arm processor and requires 32 bit programs. I took the above advice and found the 32 bit option with r2015b. I think it crashed during install/downlad, but I can execute the program and make it run.

Interesting. I see that Microsoft has x64 emulation in the Dev channel now. But according to https://www.youtube.com/watch?v=OhESSZIXvCA it probably won't work for your purposes yet.

I think I understand the problem better now. I have a new ms surface pro x, which I have discovered has an arm processor. I discovered the 2015B and was able to install (took 2 tries). But running MATLAB, I found that doing matrix operations, MATLAB tries to make use of Intel DLL’s (I think it was called LAPACK errors) and they were re not there.
I will have to resort to MATLAB online using my university license. I am trying to warn everybody in engineering that these risc processors are a very big difference, and we’re going to have to wait for Mathworks to develop there (again). DropboxSync too.
Any news on whether this might be in the works at MathWorks?

If I actually knew anything about whether Mathworks has something in development or not, then I would be under nondisclosure and would not be able to talk about it. But since I have not been told anything about the topic, I am free to speculate.
Mathworks is actively working on ARM implementation in the Apple M1, and native implementation is already partly released (with Polyspace likely to be the last component... though Data Acquisition is going to be a challenge, and GPU is questionable).
So ARM is already well underway, and that suggests to me that ARM support for Windows will happen in time.
I personally would not expect Mathworks to release a new 32 bit version to support the current limitations on Windows; I would expect them to wait for the 64 bit to be more viable.
If you get a chance to watch the video I linked to earlier, I recommend it. Performance on the Surface Pro emulation is quite poor compared to Apple.
