How can you rename a submitted tool on File Exchange?

As a tool's functionality has evolved, the name is no longer accurate. However, there does not appear to be a way to rename a tool once it has been submitted on File Exchange. What is the best practice in these situations?
From my preliminary search, it appears that the only way to achieve this is by resubmitting the tool and "migrating" to a new version. However, this activity also does not seem to be directly supported. Most people go about doing this by simply linking to the new tool version from the Description section of the old version.

I believe you can change the name of the file, if you are the owner. In the screenshot below, notice the "Update File" link. That will take you to a page where you can edit info, including the title.

Yes, you are right. I had the impression that the "Update File" link was simply for editing the submitted files, but it allows you to edit the associated information as well.
