Simscape Multibody Link pmi_api.dll error

I installed the Simscape Multibody Link plugin (r2017b win64 version) using the instructions listed in this link:
https://www.mathworks.com/matlabcentral/answers/385467-how-do-i-enable-simscape-multibody-link-creo-pro-e-plug-in-when-my-creo-installation-is-on-a-server
I've added the code the protk.dat and config.pro files for Creo 4.0 Parametric as mentioned in the following link:
https://www.mathworks.com/help/physmod/smlink/ref/linking-and-unlinking-simmechanics-link-software-with-proengineer.html
When opening Creo 4.0 Parametric the pmi_api.dll can't be loaded (see below).
