There is a highly active person, who submitted on 21 Apr by far the best solutions (score-wise) to 30 different matlab problems within a few minutes. Is this true, or is there a software bug ??

It would have been good to explicitly mention that this is about Cody (I've added the tag), and to at least provide a link to the involved profile.

Apart from that, I can only speculate about the background of the statistic you provide. I suspect it is either some database error, or they have solved the problems in parallel and submitted them all in one go, or there is some level of fraud involved.
