entered File Installation Key but only product is Network License Manager

Trying to do a 2019b install for a concurrent license. I ran the installer, selected "I have the File Installation Key", but when I went to select which product(s) to download,
the only thing in the list was Network License Manager. I double-checked that I didn't use the wrong FIK (it's the one that came with the license file); how do I resolve this?

If your machine can access to internet, I recommend to use MathWorks account instead of FIK, in MATLAB installer. You can install MATLAB products as well as Network License Manager.
Or, here are steps to install with FIK.
Installation by using FIK is two-step processes.
1. Install only Network License Manager
Here is a documentation.
After installation of License Manager, you will find a license file which is to be provided to end-users.
For example, if you have installed Network License Manager in C:\Program Files\MATLAB,
a license file will be craeted in C:\Program Files\MATLAB\etc\license.dat
2. Install MATLAB
End-users need to get FIK and license.dat. Using these information, end-users can install all products which is listed in the license.
Here is a documentation.

Hi Saito-san:
Sorry no reply before now. I haven't installed any newer MATLAB releases in a while (last one was 2012a), and for those the installer had a place to supply the license file -- no need to install Network License Manager first. (I'm the license admin, so I already grabbed the license file after this 2019b purchase).
The main issue I seemed to be having is that when I try to get the actual software, even using my mathworks.com login, I keep getting an error message that I could not connect -- and the posted workaround of disabling antivirus, is not an available option for me [I'm an admin on my desktop, but unsurprisingly, antivirus policies are controlled by domain admins, and I can't turn them off]. I managed to download the ISO via another browser, so now I'm trying to get a suitable ISO mounting utility [i.e. one IT approves] from local Marvell IT, then hopefully I'll be able to both install 2019b myself and also make it more easily available to others at the site.
Thanks,
Joe

I ran into the same problem today.
The reason is that you are using the web-installer and the web-installer does not contain all the products. The webinstaller can also not download the packes when run with the installer file.
Instead you should first download all files separately (as license admin). See https://nl.mathworks.com/help/install/ug/install-noninteractively-silent-installation.html
"Ensure that the product files, including the MATLAB product installer, are available in an accessible location; for example, in the default downloads folder on your computer or on a network share. If the product files are located in a folder other than the default downloads folder on your computer, the installer file must be located in the same folder as the product files. For information about downloading product files, see Download Products Without Installing."
