If I have an older version of Matlab can it be upgraded to a newer version like 2015 for free?
I have Matlab 2009, but can I update/upgrade to a newer version without getting the lastest version and paying more than I already have for the 2009 version?

You can update to whichever release your license entitles you. This is different for different licenses. The download center should have the accurate list of all the releases you are allowed to use. If it doesn't, you should use the telephone icon at the top of the page to contact Mathworks support directly.
In general free updates don't exist (to newer releases, bug fixes are free). They are either included as a service (in the SMS), or your company/university pays for it as part of a license agreement.

No.
When you obtained R2009-whatever, you obtained the right to use that version for as long as you liked (unless you obtained a student version, in which case it was the right to use that version during the times you are enrolled in an approved degree-granting institution.) You did not obtain the right to updates on the software.
