How to change the size of image without using imresize function because its ruining the quality of image? I am making an automatic ID photo maker so the quality of an image is important?

You can fft2 the image and then ifft2 giving a larger size. However this is not certain to look any better.
There should be ways to do wavelet decomposition and then use the wavelets to create a larger image.
