only in blocks 28 and 48.
Are 28 and 48 linear matrix indices, here? If so, then,
E = 29000;
A = 25;
Ix = 39;
Iy = 21;
T = [ E*A 1 1 1; 1 E*Ix 1 1; 1 1 E*Iy 1];
T0= [ 0 1 1 1; 1 0 1 1; 1 1 0 1];
M=repmat({T},128,128);
M([28,48])={T0};
M=cell2mat(M);
