Actually, a,b,c,d,k are not integers :(

But in the mathematical expression in your post, the upper limits are infinity, so I suggest you edit the expression to avoid confusion.

I=(0:b)'; J=(0:a);
bicoeff=@(alpha,n) prod(alpha-(0:n-1))/factorial(n);
vi=arrayfun(@(n)bicoeff(b,n),I)';
vj=arrayfun(@(n)bicoeff(a,n),J)';
result= vi* (k.^(2*I)./(J+c+d*I)) *vj
result = 12.1491
