I understand that you would like to find a turnkey block that would allow to visualize the position and speed of a motor equipped with an incremental encoder.
You can make use of the "Rotational Electromechanical Converter" block from the Simscape library. This block allows you to model the behaviour of rotational mechanical systems, including motors with encoders.
Find this block in Simulink at the following location, Library --> Simscape --> Foundation Library --> Electrical --> Electrical Elements --> Rotational Electromechanical converter.
