Matrix using for loop

I want to find the P1 matrix but encountered some problems.
These are my code:
clear all
close all
clc
K=128;
for u=0:1:K-1
for u=0:1:K-1
p=exp(-1i*2*pi*u*v/K)*eye(5);
P1(u+5,v+5)=p;
end
end

P1 = zeros(M*K);
for u = 0:K-1
for v = 0:K-1
p = 1/sqrt(K) * exp(-1i*2*pi*u*v/K) * eye(M);
P1(M*u+(1:M),M*v+(1:M)) = p;
end

P1 = P1'; % don't forget the H
