FEC encoder block does not exist in the Simulink Library. To receive insights or guidance on how one can implement it, contact MathWorks Technical Support directly.
Here is the starting point with the contact information for the US. There is also a pull down menu with contact information for all other countries, including countries without MathWorks offices.
