Do you want to create a saturation function (as shown below) in Simulink? Or a Clipper function that prevent a signal from exceeding a predetermined reference level?

No, as per my understanding saturation is used to avoid over flow and switch is for if else logic.but how can we implement saturation behaviour with the use of switch.could you please explain me that?

The logic is so simplistic that I don't know what to explain. You'd better see this for yourself.
Switch output between first input and third input based on value of second input - Simulink (mathworks.com)
by the way, why not use saturation block?
Limit input signal to the upper and lower saturation values - Simulink (mathworks.com)
Maybe I didn't understand your initial question, what is saturation behavior mean.
