Could not start Matlab Engine(-3)

When I start a VEE program, it occurs an error like this'Could not start Matlab Engine(-3)'. Pleae help to check this error. Thank you.

I assume you are trying to use Agilent VEE with MATLAB script and facing the error mentioned above. The section titled 'Error running Agilent VEE program or Agilent VEE runtime program containing MATLAB scripts' from this link should help.

When I do these steps said in the link, the value of User Account Control: Run all administrators in Admin Approval Mode can not be settled to disabled like the attached, please help me. Thank you.
