Modelling Weibull and Rician distribution in MATLAB

For complex normal random variables, rayleigh distribution with unity variance can be modeled as: 1/sqrt(2)*(randn+j*randn) in MATLAB.
What changes should be made for:
1) Rician fading with variance "sigma"
2) Weibull distribution with "k" (shape parameter) and "lambda" (scale parameter)
Also in what instances can weibull follow rayleigh fading.
