Changing the screen resolution and refresh rate is too operating-system specific to be included in MATLAB. You will need to call so external code or utility. You will need to do one of the following:

find an ActiveX / COM control that can do the work for you
find some Java that will do the work for you
call an external utility using system() or dos(), such as one of the ones mentioned in this link
Use the Psychometrics Toolbox Resolution() call
