There is a Matlab tool for create 'decisions tree'? I find many istruction like graph and others but are only for matlab 2015b but i have matlab 2013a.

Yes, the Statistics toolbox has supported Decision Trees (Classification Trees) for many years. The functionality has changed in time, and your R2013a does not have access to the newer routines, but it is worth reading the R2014a release notes "in reverse" to see which old routines you should use in place of the newer routines.
