How can I write a code so that every time a row in a matrix corresponds to all 0 elements, they can be replaced by say 1/10 for example.

% Some pretend data
A = [1 2 3; 0 0 0; 4 5 6; 0 0 0];
% Identify the rows with all zeros
idxRow = all(A,2)==0;
% Replace those rows with 0.1
A(idxRow,:) = 0.1;
