Issue with Toolbox Function and Environment Variable Override for Network License Authorization

I am currently having an issue running the Signal Processing Toolbox, but first, let me explain the issue that started this.
I have a license through my university that provides me with access to all the toolboxes. We have previously used the 2015b build with no issues. With 2016a, the Signal Processing toolbox provided some new functions we wanted to work with. However, when we download, install, and attempt to activate, we encountered a bug in the metering software for 2016a. Here are the instructions received to correct the issue:
"Mathworks has confirmed that there exists a bug in the metering software that prevents the authorization of Matlab r2016a. For those that want to move migrate to Matlab r2016a, place a System Environment variable into the computer on which the software has been installed. Use only the
System Variable name: MLM_LICENSE_FILE Variable value: ( License address hidden for obvious reasons)
The environment variable will override the license file and force authorization thru the main license manager. Other than this issue, all other functions of the license metering server at working."
Here's where I encounter a new problem, when I try to run the new functions from the signal processing toolbox, or any functions from it for that matter, it behaves as if I do not have this toolbox in my license. I assume this is due to the environment variable applied.
Would anyone have any ideas with how to correct this without converting back to 2015b and removing the variable?
