What version of MATLAB do you have? particleswarm was introduced in R2014b.
Do you have a Global Optimization Toolbox license? Find out by running ver at the MATLAB command line.

The question was, do you have Global Optimization Toolbox?
But, in any case, you have R2013b. As I told you, particleswarm was introduced in R2014b.
