Yes, anyone can provide code they own the rights for, for any particular purpose that is legal in both their jurisdiction and the receiver's jurisdiction, provided that they are not under court order to refrain from using computers or to refrain from sending that kind of code.
You might perhaps have the follow-up question of whether anyone has that code available. No-one has ever posted here, or in the File Exchange, indicating they have that kind of code. There is a possibility that you might be able to locate a source for it by using a search engine.
If I recall correctly, there is a commercial company that sells LTE simulation code; there is a possibility that they might have code for that purpose that they might be willing to license to you.
