Can we generate state transition matrix using state transition rules? I want to generate the state-transition matrix

I am a research scholar and I am working in the field of virtual machine migration. I have been given a part of state space and the corresponding transition rates. Also, I already have state transition rules available. I want to generate complete state space and the corresponding transition rates. Is it possible using Matlab? Do we have the code for this?
