!) What is the best method possible to segment brain tumor images?
No-one knows. That question would require having solved the biology of brain tumors completely, along with having solved the physics of all possible devices that can produce brain images, along with a hefty dose of theoretical computer science. The question is not likely to be answerable for a fair number of centuries.

No-one knows. See (1).

No-one knows. A subset of them have been tested against each other on particular images, but the results might differ on your images. There have been a lot of methods invented; tracking down all of them and doing a thorough comparison would probably take 20 or more years.

We as people who do not know Daleel Ahmed have no idea what skills or dedication or available time that Daleel Ahmed has, so even if we were familiar with all of the published comparisons and their conclusions and limitations, we would not be able to answer this.
