Ploting IQ data on Matlab

I have used a Software Defined Radio (USRP N210) to record a sample of IQ data which has some Chirps inside. My intension is to plot this IQ file using Matlab to create an illustrative figure. i.e. to showcase the chirps on a paper. I have failed despite several attempts and want to know how I should do this.
My IQ file can be found from Dropbox if required. It is a capture of the RF spectrum during a transmission at 1000000 samples per second. https://www.dropbox.com/s/a0kge7d6m8s7jzw/data.bin?dl=0
My interest is to plot whatever the chirps in this IQ file on a similar plot like below which I found on the Internet.
