i have this picture on matlab & I want to draw another not filled rectangle over the white one ( only covering the borders without the filled color )

What I get from your description is, you want to highlight the border of rectangle(not square) in the attached image. Am I right?
If that is the case there are several ways you can achieve this. Start with
GetObject = regionprops(YourImgRead,'BoundingBox');
