Use rectangle('Position',[x,y,w,h]).
I am assuming the reason no one else has answered this question is your specific wish to draw the ellipse in inches on a piece of paper. You'll need to do the math ratio wise (16"/17" and 3.5"/11") to figure out what positioning and dimensions you'll need relative to the "paper" size.
