PaperSize cannot be set in normalized PaperUnits.
To set PaperSize:
Set PaperType to a different value, or
Change PaperUnits to inches, centimeters, or points, and then set PaperSize.

The PaperUnits property of your figure is set to Normalized, which means that you can't set an explicit value for the PaperSize property, because it is by definition 1.

set(gcf, 'PaperUnits', 'Inches')
