I want to generate code for TI-Launchpad F28069M by using Simulink. Currently I am using Matlab2016b. Is it possible to genarate code for CCSv8 ? Can you provide me the steps I should follow ?

Please refer the below link for list of compatible CCS and MATLAB version.

However, you can generate code for CCSv8, but since we have not tested the official version with this version, please let us know for any issue that you may encounter.
Also, from 2017a we have "Open CCS Project" feature added. Please refer the below link:
