PID temperature control of AC lightbulb

I use the simulink model with the PID block as shown in Figure below. Refer to the graph i plotted as attached below, the red line is original graph which is without using PID block. I have tried using different PID parameters, and found that the rise time always the same as shown in blue and green colour. I observed that the problem is that when Kp and Ki is large, the output to PIN9 arduino is fixed at 255 which is maximum value. It is same as without using PID as the output is also the maximum. Therefore no difference of the performance. Am i saying right? How can i solve such issue?
