Who verifies that the LTE toolbox meets 3GPP standards?

Specifically,
I wanted to verify an algorithm is working as it would be implemented in real life. with the lteULFrameOffset.m command the algortihm chops off the negative lags in the autocorrelation sequence. How would I go about verifying that this is actually the case irl?
I have tried reviewing the 3GPP technical specifications and cannot find in the TS where it verifies that this is actually the case.
