In the classification learner, is Ensemble Bagged Tree the same as randon forest? and does the classification learner split the data to training and testing or not?

The short answer is "Yes". In Classification Learner, the Ensemble Bagged Trees is the same as random forest. This can be seen in the Classification Learner documentation at Choose Classifier Options - MATLAB & Simulink (mathworks.com)
