I want a way to change the outside signal of every iteration in the GA

The mechanism for this is that for ga(), output functions are permitted to change the state and return the new state.
However the documentation warns that the algorithm can be unstable if you use the output function to change the state. The recommendation is to instead use the MutationFcn (or CrossoverFcn) to return new population members. The rules do not block you from "mutating" all population elements.
