How do I build a full matrix for a single year with Day of the year (DOY), hour and minute and compare it with another file with to complete the missing data gaps??

Am processing ground observed raw GPS data for 2010 and want to compare with the satellite data on website (OMNI DATABASE) such that the missing GPS data for specific times can be eliminated with reference to OMNI data. The challange is that during the processing of GPS data in four columns (DOY, hh, mm, TEC), I have a number of data gaps in TEC. I want to get a full a matrix for DOY, hh, mm to compare and identify the missing gaps to fill with NaN. And this can then be easily compared with the OMNI data

The file output is attached which requires to be compared with the full time series matrix to fill the incomplete dara
