Problem 46968. Electric Potential Energy
Calculate the magnitude of Electric potential energy between two given charges [q1, q2] with spatial coordinates in the form [x1 y1; x2 y2].
Take the value of absolute dielectric permittivity 1e-9/(36pi).
All units are SI units.
Use of if-else is prohibited to prevent hard-coded solutions.

It seems to me that the answers in the test suite are incorrect. They were calculated with an R in the denominator rather than R^2.

It seems the problem is actually requesting the electric potential energy instead of the eletric force. Please, fix the test suite or change the name of the problem and its description. https://sciencing.com/calculate-electric-potential-energy-7821281.html
