Two vectors to DCM
Get the DCM between two reference frames if two arbitrary vectors in both frames need to be aligned
calculates the Direction Cosine Matrix (DCM), 
, between the two reference frames,

. The function requires the knowledge of the representations of two arbitrary points (vectors) in both frames.INPUTS:
: vector r represented in frame a
: vector r represented in frame b
: vector v represented in frame a
: vector v represented in frame b
OUTPUTS:
- : An orthonaormal DCM that rotates any vector from frame b to frame a
