Convert Degrees, Minutes, Seconds to decimal

This function may be useful to people who have data in the ocean-going format or degrees, minutes and seconds but need to convert it to decimal format.

The function can take 3 scalar values or 3 vector inputs of the same size and type. A future enhancement would be to allow n x 3 matrix parameter input. Please type >> help convdegminssecs
