PERCENT_TICKS is a specialized form of Denis Gilbert's function TICKS_FORMAT that converts Axis Ticks generated automatically by MATLAB graphics to Axis Ticklabels in percentage format. Since not all axes may require percentage formatting, the function converts only a single axis specified in the function call.
