The function compute Heidke skill score for deterministic forecast of multi-category events from a contingency table (eg. 4.6 in Jolliffe, Ian T., and David B. Stephenson, eds. Forecast verification: a practitioner's guide in atmospheric science. John Wiley & Sons, 2012.
input: ctable = contingency table matrix C where C(i,j) is number of events where forecast category was i and observed category was j.
