sir i have East & North current velocity data in excel spread sheet,how can i plot that data in the form of vectors with respect to latitude and longitude?

sir i have East & North current velocity data in excel spread sheet,how can i plot with respect to latitude and longitude?sir i have reference location 00º57.892’ N 76º59.033’ E, how can i plot?and how can i get quiver plot for above question?

North and East are directions, not locations, so you can't assign them as vectors with respect to latitude and longitude, unless perhaps you have a reference location from which you can put the tail of the vector on.
