Circle ON binary image???

Actually i want to create a circle on BINARY IMAGE. Where the circle can be adjustable means it must be able to become small or big. The circle we forming must able to display the pixel values of the binary image.

The image i have in binary. It don't have the radius value. So i have to obtain the length, width, center point and radius of the binary image. From there i have to form a circle. Along the circle i must able to read pixel value as well
