Yes, quite easy:
X=[1 2 1.1 1.3 1.4 1.5 1.3 1.2 1.8 2.1 2.2];
Y=[1.5 1.3 1.5 1.8 1.4 1.6 2.5 2.3 2.4 1.1 1.8];
voronoi(X,Y,'r')
X(4)=1.9;
Y(4)=1.4;
voronoi(X,Y)
