FIlter design without using FDATOOL

I want to design a FIR multi-rate filter using fundamental components like delay, add, downsample etc. (without using any in build toolbox like FDATOOL, CIC filter, etc.) in Simulink. How to analyze the designed filter responses.

I would still recommend you do do it first via FDATool and when you are satisfied with the response, export it to Simulink using those basic components. See "Export to Simulink" in the following reference page

I have used fdatool earlier. But the response does not follow the desired response. I want to customize the response according to desired one. So, I need to know the procedures to analyse the designed filter responses.
