can I avoid this two for loops here?:
f=zeros(size(L,2),20000,10000);
for t=1:10000
for ii=1:20000
f(:,ii,t) = normcdf(L',m(ii,t),s(ii,t));
end
end
where vector L and arrays m and s are defined?

No, it is not possible to avoid the two loops.
