how to assign intersection point ?

Hello everyone.. I am trying to solve the following problem. In the figure shown, I want to assign one game site(Raleigh, Atlanta, Durham, Clemson) to one official(A,B,C,D). for example if I assign first zeros in first row to official A as in green circle in figure, and then exclude that column and row containing slected zero from further processing as shown by red lines. similarly for other officials selection.. please help me in writing a matlab program for this problem
