What is the algorithm regionprops uses for fitting the ellipse based on the second moment?

I would like to recreate the results regioprops return for ellipse fitted to a data using the second central moment. I have implemented equation suggested in the following link:
http://en.wikipedia.org/wiki/Image_moments
However I did not get the same results.
