Is there a method to control the packet output block ?

I want the packet output block to send out data only when I receive some specific command through Packet Input and be off at other times i.e. does not send any data. Currently I use an if-else condition to send out data when I receive a command and zero otherwise. Is there a way to control the block such that I do not have to send zeros in between ?
