create two matricies from two vectors with same diagonal from 0 to 1

I need to convert vectors A and B to two matricies C and D which have equal diagonal from 0 to 1. Is it possible to do? Thank you for any help!

Please give a small example of your inputs and desired outputs. What does "equal diagonal from 0 to 1" mean?
