The issue is due to the use of by using the Vivado ML free edition. Vivado ML free edition does not support the ZCU102 board, this is referenced in the following link:
With a correct version of Vivado ML such as the Enterprise Edition that supports the ZCU102 board, you should be able to find the ZCU102 board when you create a new project.
There is also a similar post on MATLAB Answers on this topic which also mentioned that the free Vivado ML Standard edition does not support "high-cost" boards, like ZCU102, I have provided this in the link below:
